Kazakhstan continues large-scale efforts to modernize its housing and utilities infrastructure. In 2026, approximately KZT 1.3 trillion in investment has been attracted to the sector, including KZT 791 billion allocated under the National Project for the Modernization of the Energy and Utilities Sectors.
At present, 328 projects are under implementation across the country. Another 257 projects, with a total value of KZT 457 billion, are at the competitive procurement stage. Contractors have already been selected for 228 facilities.
Regions Urged to Accelerate Implementation
Despite the overall positive dynamics, the pace of project preparation and launch remains uneven across the regions. According to monitoring data, delays in competitive procurement procedures and contract signing persist in the Turkistan, Akmola and Aktobe regions, as well as in the city of Shymkent.
In this regard, Deputy Prime Minister Kanat Bozumbayev instructed the regions to accelerate their work, taking into account the limited duration of the repair season. Particular attention is to be paid to the timely completion of procurement procedures and the prompt signing of contracts with contractors.
All necessary decisions have been taken at the Government level. In particular, measures have been introduced to expedite the review and approval of design and cost-estimate documentation. This will allow the regions to move to the practical implementation of projects more quickly.
Deputy akims responsible for the relevant sectors have been instructed to take personal control of the implementation of the National Project. Any emerging issues are to be promptly brought to the attention of project managers and the Government Office.
Thus, the regions have been tasked with preventing delays and ensuring the timely implementation of projects aimed at modernizing utility infrastructure. The effectiveness of this work will directly affect the quality and reliability of utility services provided to the population.
