Applications for housing certificates in Shymkent will open on August 17, 2026.
A housing certificate is a financial obligation provided by the local executive authority to help citizens cover part of the initial down payment when purchasing a home with a mortgage under state housing programmes.
The certificate is provided in the amount of 10% of the mortgage loan, but not more than 1 million tenge.
The certificate is provided on a non-refundable basis if the average income of the applicant and each family member permanently residing with them over the previous six months does not exceed the established threshold. In 2026, the relevant indicator is 50,851 tenge per person per month. Pension contributions, individual income tax and other mandatory payments are excluded when calculating income.
The following categories of citizens are eligible for a housing certificate:
- World War II veterans;
- veterans granted equivalent benefits;
- veterans of military operations in other countries;
- persons with Group I or II disabilities;
- families raising children with special needs;
- widows and widowers with dependent minor children;
- large families and mothers awarded the “Altyn Alqa” or “Kumis Alqa” badges, previously awarded the title of “Heroine Mother”, or awarded the “Maternal Glory” Orders of I or II degree;
- orphans and children left without parental care;
- single-parent families;
- employees of state institutions and state-owned enterprises in Shymkent.
Required documents:
- Application in the prescribed form;
- Employment certificate confirming income from employment and entrepreneurial activities for the previous six months (not required for socially vulnerable groups);
- A bank letter approving a mortgage loan for the purchase of housing, specifying the amount of the initial down payment;
- A certificate of pension contributions for the previous six months.
Applications and supporting documents will be accepted through the Amanat online resource.
Applicants must have an electronic digital signature (EDS) to submit an application.
