In the first seven months of 2026, control and supervision measures were carried out at 266 facilities across the Turkistan Region.
Of these, 197 were privately owned businesses and 69 were budget-funded facilities. Unscheduled inspections were launched at 178 facilities, while 57 facilities were reviewed without inspections.
As a result, 416 administrative offense protocols were drawn up against owners of the 197 private business facilities. Fines totaling 266.5 million tenge were imposed. Of this amount, 173.7 million tenge has already been collected and transferred to the state budget. The remaining amount is currently being recovered.
The figures were announced at a meeting chaired by Turkistan Region Akim Nurlakhan Kusherov.
The regional akim instructed the relevant authorities to take all necessary measures, within the framework of the law, against illegally constructed buildings in districts and cities by the end of the year. He also ordered regular monitoring of compliance with procedures governing construction and the issuance of permits.
At the meeting, Tartу Baitursynov, acting head of the Regional Department of State Architectural and Construction Control, reported on measures taken against illegal construction during the first seven months of 2026.
According to him, since the beginning of the year, 905 notifications have been registered for the commencement of construction and installation works by private businesses in the region, provided that the main requirements governing the construction process are met.
Meanwhile, lawsuits have been filed seeking the compulsory demolition of 17 facilities constructed in violation of legal requirements or built without authorization.
Of these cases, five are currently under consideration by the courts, while court decisions have already been issued ordering the demolition of nine facilities. One claim was left without consideration, while two claims were rejected.
In addition, following explanatory work with property owners, 14 illegally constructed facilities were demolished at the owners’ expense.
As instructed by the regional akim, the “Digitalization of Construction Processes” section of the Turkistan Region Geoportal information system was launched in October 2025.
To date, information on 3,766 construction facilities has been entered into the Geoportal system.
The digital platform is designed to determine the actual number of buildings that have been constructed in violation of legal requirements or without authorization over the years. It is also intended to help prevent the emergence of new illegal construction projects in the future.
