The Department of Ecology of Shymkent has strengthened state environmental control measures. During the first six months of 2026, a number of measures were taken against companies found to have violated environmental legislation.
Since the beginning of the year, the department has conducted 29 inspections, including 15 preventive inspections, 12 unscheduled inspections and two compliance checks. As a result, 39 administrative cases were initiated, with total fines amounting to 91.3 million tenge. Of this amount, 72 million tenge has been recovered and transferred to the state budget. In addition, 29 orders were issued requiring companies to eliminate the identified violations.
Strict measures were taken against companies found to have committed serious environmental violations. For unauthorized emissions into the atmosphere and emissions exceeding established limits, Rock Minerals LLP was fined 17.6 million tenge, while Polymettech LLP was fined 63.9 million tenge. In addition, by court decision, the activities of Su Resurstary-Marketing LLP, Rock Minerals LLP and Polymettech LLP were temporarily suspended.
Administrative measures were also taken against DIP TRANS LOGISTICS LLP and Tazalyk SK LLP after they were found to be operating without the required environmental permits. Following court rulings, the companies were fined and their activities were suspended for a specified period.
During the first half of the year, environmental inspections were carried out at Su Resurstary-Marketing, Shymkentcement, AZALA Textile, PetroKazakhstan Oil Products and other companies operating in the city’s industrial zones. The majority of the inspected facilities were industrial enterprises.
The condition of the city’s atmospheric air remains under constant monitoring. According to Kazhydromet data, the level of air pollution in Shymkent in 2026 is assessed as elevated. The main sources of pollution are industrial enterprises, motor vehicles and emissions from private residential buildings during the heating season.
Air quality monitoring is currently conducted at seven observation stations. In addition, automated environmental monitoring systems have been introduced at PKOP, Standardcement, Shymkentcement and 3-Energoortalyk, allowing emissions to be monitored online.
Joint raids were also conducted with the Shymkent Police Department to improve air quality. During the inspections, 49 vehicles were checked, with 10 found to have harmful emissions exceeding established limits. Administrative protocols were drawn up against six drivers.
In the area of environmental regulation, 37 public services were provided during the first half of the year. These included the issuance of environmental permits for Category I facilities and the preparation of environmental impact assessment conclusions.
Currently, 42 enterprises in Shymkent are classified as Category I facilities, 146 as Category II, 477 as Category III and 368 as Category IV.
The department’s Laboratory and Analytical Control Division conducted research at 43 facilities, collected 634 samples and carried out more than 4,000 laboratory analyses.
Monitoring revealed increased levels of pollutants in sections of the Koshkar-Ata, Karasu and Badam rivers after they pass through the city. Experts attribute the increase to wastewater discharged from irrigation systems, as well as the incomplete connection of residential buildings along the riverbanks to the sewage system.
The Department of Ecology will continue to strengthen oversight of compliance with environmental requirements and take appropriate measures in accordance with the law against companies that violate environmental regulations.
