Kazakhstan is changing the procedure for providing rental housing in rural settlements. Starting August 31, citizens registered as in need of housing will be able to independently choose suitable properties within their district and apply to receive them.
The changes apply to housing built or purchased by local executive authorities using funds from the state budget.
The first application period under the new mechanism will run from September 1 to 7, 2026, through the Baspana portal at baspana.otbasybank.kz. Applicants must be registered as people in need of housing in the relevant district and will need an electronic digital signature to submit an application.
After the application period ends, Otbasy Bank will compile a list of recipients. The distribution of housing will take into account the date the applicant was placed on the housing waiting list, the family’s income over the previous six months, household composition and the applicant’s social status.
The rules also provide priority for certain categories of citizens. At least 20% of state-owned housing will be allocated to orphans and children left without parental care. At least 50% will be reserved for certain socially vulnerable groups.
Another change concerns the criteria for determining the number of rooms in a home. The new provision will take effect on September 14, 2026. The required number of rooms will be determined based on the composition of the family. In particular, the rules provide for separate rooms for spouses and parents, as well as for children of different genders.
The new procedure will be applied on a permanent basis.
