Millions of people in Kazakhstan are now using digital healthcare services. Electronic medical certificates, online doctor appointments and modern digital solutions are making access to medical care more convenient, faster and more accessible for citizens.
In 2025, more than 215 million medical services were provided through Kazakhstan’s healthcare system. Of these, 190.8 million, or 88.6%, were delivered electronically.
One of the key achievements of digitalization has been the transition to electronic medical documentation. Currently, 12 types of medical certificates have been digitized, five of which are issued exclusively online. In 2025, more than 8.5 million electronic medical certificates were issued to citizens, which is 2.2 times more than the previous year.
Residents are also increasingly using digital services to book appointments with doctors. In 2025, 5.6 million people used online appointment services, allowing them to schedule visits in advance without having to contact a registration desk.
Digital solutions are also helping reduce waiting times for important diagnostic procedures. For example, the waiting period for PET/CT examinations has been reduced from three months to just two weeks.
The next stage of digital healthcare development will focus on expanding opportunities for the early detection of health risks. Starting in 2026, digital health monitoring is planned for key population groups, including more than 7 million children under the age of 18, around 5 million women of reproductive age and 400,000 pregnant women.
These measures will help identify potential health risks at an early stage, strengthen preventive care and improve the quality of medical monitoring.
Further plans include introducing a unified appointment schedule for doctors based on an online booking system, an e-Health portal and a mobile application for citizens, healthcare professionals and medical organizations. Feedback mechanisms and tools for confirming the actual provision of medical services will also be further developed.
In addition, work will continue to fully transition medical certificates to digital format.
